I have set the internet settings for proxy server to access the proxy, but MSIE still bypasses the proxy.

Two things to check
1. Do you have MSIE 5.0 or greater? 2. Have you gotten the upgrades to WIN95 to bring it to at least Win95A?
Once these are done, you should be in like Flint on your install...
